Written to the operator's directive: *investigate whether any entities are trying — knowingly or not — to prevent humanity reaching K = 1.* Three parallel research passes, 2026-10-06; every external figure re-verified against a primary or major-outlet source; derived numbers Python-computed.
The one-line answer: no entity has both the intent and the scale to prevent K = 1; what prevents it is process — self-inflicted friction with rational local incentives — one-to-two orders of magnitude larger in touched GW than all documented intentional opposition combined.
Classes
- S — structural (“unknowing”): nobody wants humanity at K = 0.73;
each actor optimizes a local incentive (queue position, rate base,
town character). The aggregate slows the growth rate. - **K — knowing**: documented money, memos, or signed orders. A document is required (leaked memo, traced funding, signed order). - **P — political/ideological**: knowing as to the choice, without documented intent to hobble civilization's energy total.

Class K — documented knowing opposition
- $16.28M traced 2017–21 from six fossil-interested donors to a
grassroots-appearing anti-offshore-wind coalition [Brown Univ. Climate
& Development Lab, 2023-12] = **5×10⁻⁶ of world annual energy investment** ($3.3T) — yet associated with multi-GW delays. * API "Energy Citizens" leaked memo (2009): staffed rallies against the climate bill. * ExxonMobil: 83% of its peer-reviewed papers acknowledged human-caused warming vs **12% of paid advertorials** [Supran–Rahmstorf–Oreskes, Science 2023]; ~$16M 1998–2005 to uncertainty groups [UCS 2007]. * Lobbying US 2024: oil&gas $154.5M vs renewables $65.2M = 2.4:1 [OpenSecrets]. restarted; ≥20% target 2030).

locally decisive, globally small, both reversible.
- US offshore hostility 2025–26: ~5.6 GW cancelled 2023–25 — but courts
reversed every stop-work (5 straight losses, Jan–Feb 2026); ~1.7 GW
delivering now.
* **Degrowth** is the one explicit anti-expansion ideology ("planned
reduction of excess energy and resource use" — Hickel); policy reach
so far indirect (IPCC LED archetype, EEA briefing). **Ecomodernists**
are the explicit pro-expansion current ("plentiful energy … essential
prerequisite").
The finding: the leverage machine
Class-K dollars are 10⁻⁶ of the flow but buy standing in class-S latency — any intervenor can file, and the review clock stops for everyone. Corollary: process reform (queue clusters, NEPA deadlines, siting pre-approval) disarms both classes at once — and it is moving: queue −21% in 2 yr (first decline in a decade), England's ban lifted (applications ×36), 86 GW US additions forecast 2026 = record, clean $2.2T vs fossil $1.2T investment [IEA 2026].
Verdict
What prevents K = 1 is a rate problem wearing a villain costume. The mission's threat model stays the growth rate r (264–267 yr at 2.4%/yr — see priorities), not an adversary. Watch metrics: LBNL median queue dwell + NEPA EIS durations — the two numbers that price opposition's leverage. Own direction marks: class-S magnitudes PESS-leaning (touched > blocked); class-K harm OPT-leaning (association ≠ sole causation).
